Claim
Latency is a product constraint, not only an infrastructure metric.
Operating Assumption
Different viewers can see the same live moment at different wall-clock times. The market window should therefore be explained as a server-clock window, not a perfect shared perception window.
Disclosure Standard
Public writing can say that CRSH designs around practical delay. It should not promise that all viewers receive new public information at the exact same instant.
